The Squamish Lillooet Regional District (SLRD) staff has expressed support for a Temporary Use Permit (TUP) application by Tiger Bay Development Corp. to establish a commercial soil processing facility in Britannia Beach. It would operate on a 1.2-hectare site for three years, helping local construction needs and those of the large residential development proposed by the company.
The proposed development by Tiger Bay includes 900 market and 150 affordable housing units, a surf park, a hotel, retail spaces, and amenities such as parks and trails. The temporary facility will provide clean soil, rock, and gravel for use in the development.
Facility details
The facility will include temporary equipment such as bulldozers, excavators, rock crushers, soil screeners, and portable scales, with no permanent structures planned. The operation will involve soil stockpiling, blending, and rock processing, with all materials certified as “clean.” Monthly verification reports will be provided to the SLRD to ensure compliance.
The site, previously used for gravel extraction, is close to Highway 99 and is zoned as Rural Resource 4, which permits aggregate extraction but not soil processing. The property is undergoing rezoning to accommodate a comprehensive residential and commercial development.
Tiger Bay has addressed potential environmental and community impacts:
A stormwater management plan will be implemented to prevent runoff into nearby creeks and highway areas.
Portable toilets and bottled water will service the site.
Traffic impact assessments indicate the site can handle the anticipated 20 dump truck daily trips.
Measures to minimize dust and maintain operations outside riparian setbacks are planned.
SLRD staff are supportive and highlight the facility’s role in advancing local construction projects, particularly the forthcoming 1,050-unit residential neighbourhood. The facility is expected to reduce delays and contribute to the region’s housing stock by processing materials nearby.
The TUP application is under review and will be discussed at an SLRD meeting on December 11.
